Hanoi’s health sector to speed up implementation of key projects

The Hanoi Department of Health, together with hospitals and affiliated organizations, are taking a proactive approach to remove any obstacles and challenges that may slow down the progress of crucial projects, such as Hanoi Children’s Hospital, Hanoi Cardiology Hospital No. 2 and Hanoi Renal Hospital No. 2. At the meeting held on February 15, the Member of the Standing Committee of the City Party Committee and the Standing Vice Chairman of the Hanoi People’s Committee Le Hong Son emphasized the importance of upgrading the healthcare system in Hanoi for the period of 2022-2025 and beyond. He suggested that the Hanoi Department of Health should focus on improving the key specialties of its hospitals, such as cardiology and kidney care, and transform them into medical centers of excellence for regional and international patients, thus eliminating the need for people to seek medical treatment abroad.

The city leaders also highlighted the importance of direct communication between units facing difficulties during the implementation process, particularly in the site clearance stage, with the Hanoi Department of Planning and Investment. The Department will gather feedback and present it to the City People’s Committee to jointly identify solutions.

In a previous report, a representative of the Management Board of Civil Engineering Construction Investment Projects in Hanoi stated that there are a total of 22 health sector projects listed in Resolution No. 37/NQ-HDND, dated December 10, 2022. Out of these, five projects are transitional and fall within the 2016-2020 period, seven have received investment policy approval, and 10 are being prepared for submission of investment policy reports.

According to a recent report, among these projects, five transitional projects from the 2016-2020 period will involve the upgrading, construction, and expansion of five hospitals: Thuong Tin District General Hospital, Pediatric Hanoi phase I, Ha Dong General Hospital, Ba Vi District General Hospital, and Son Tay General Hospital.

Seven projects have already been approved for investment, which includes the upgrading of Hanoi Psychiatric Hospital and Hanoi Oncology Hospital, the construction of Hanoi Heart Hospital No.2, Hanoi Forensic Center, and Hoe Nhai General Hospital. Additionally, investment will be made to upgrade the medical gas system and medical liquid waste treatment system in hospitals under the Hanoi Department of Health.

The remaining 10 projects are currently being prepared and will soon be submitted for investment policy reports. These include the construction of the Hanoi Kidney Hospital No.2, renovation and upgrade of North Thang Long Hospital, upgrade of the General Hospital of Traditional Medicine, Hanoi Center for Disease Control, Hanoi Food Safety and Hygiene Sub-Department, Hanoi Population and Family Planning Sub-Department, building of a new Hanoi Hospital for Tropical Diseases in the North, Hanoi Eye Hospital, Southern Regional General Hospital, and renovation and upgrading of Dong Da General Hospital.

Delegates have noted that the investment projects aimed at renovating, upgrading, and building new hospitals will play a significant role in increasing the number of available hospital beds, ultimately improving the ability of the Capital Health sector to provide care and ensure the health of the local population. However, the implementation of these projects has encountered several obstacles, such as difficulties in ground clearance, the implementation of bidding packages for medical equipment procurement, managing the relocation of medical examination and treatment facilities during upgrades while ensuring continued medical treatment for the public.
